Luton has something similarbut nothing stops you dropping someone off outside of the drop-off area, as long as you can do it quickly.
Heathrow T5 has a charge to enter the pick-up point, but not drop-off. But, since it's trivial to get to departures from arrivals, pick people up from the drop-off point.

I can see it now. A van full of rabid extremeists willing to kill themselves and others for whatever reason they see fit. Disheartened, defeated and slightly peeved by £1.
