Or you accept that no system is perfect, and attempt to minimise abuse whilst doing your utmost to ensure that you don't penalise people for, say, being born.The current government don't seem to understand this, and so come off as a bunch of Gollums, frantically trying to stop anyone getting their hands on the precious.
