In my hallsfor the foreign students they had to put up signs that read " Please put used toilet paper into the toilet and flush after use ", it struck me as funny so I nicked it. To be honest I'm glad they put them up, as the ladies were complaining that people were stuffing the " feminine hygiene " bins full of pooey bum paper which was creating rather a fruity aroma.
