Dont now about UK, but in the US on a payphone, if you pick up the receiver, dial 991 (NOT 911, very bad to dial that) followed by the last four digits of the number to the payphone itself (should be written under the receiver) then quickly hang up, pick it up again, listen for a tone, then hang up again, within a few seconds it will start to ring.
For example, if you see the number of the phone is 555-8654, dial 9918654 instead.
Had lots of fun with this, doing it and running away, waiting for someone to pick it up and say hello.
