No, it's a massively misguided attempt to increase the rape conviction rate.If you don't go to trial and don't break down every single microcosm of the victim's life until they crack, you probably convict more rapists. Apparently more rapists in for a shorter time is better.
The problem is the court conviction rate for rape is already very high. It's the rate for getting to court that is the problem
