You are correct, but I believe the current usage need extending to include all area where water can sustain life.Since the term came into being, on this planet, the places where water sustains life have increased.

I don't believe it needs amending.There is a difference between a planet having the right conditions for carbon based life and there being liquid water under the surface. Europa is freezing cold. Nothing could live on its surface.
