A degree of this is giant scaremongering.
we've always re-taught maths for engineering courses at Uni because it's a different subject. (for "always" I mean "in the 20 years I've had experience of")

I'd suggest teaching methods are changing and it's getting easier to get higher grades, but to suggest someone with an A* is incapable of an engineering degree is horseshit. They may well be incapable of the degree, to clarify, but it won't be their maths letting them down.
