I don't know which Unis you've seen that atmost academics I know wouldn't even know how to turn on a smartboard, let alone care about using one.

It was a college.A combination of a gadget enthusiast, IT ignorant Head, no infrastructure, 1930s power solutions and the comms room in a disused boiler room. Fucking nightmare.
