It may cost many millions to conform to EU regulations on products.
But then they're selling them to the EU, so they would just give up if it wasn't profitable.

I wouldn't even consider it a cost in the way they're saying.
It costs £7million a year to make baby formular that doesn't kill children!!!!*
Well yeah, but if that's what you're selling, then it's just a production cost.

*rather than just bottling whatever.

but, then, I suppose that's how they work. It isn't actually a real cost so they can make up any number they choose.
