My point exactly. They were always trying to push the fact that there was this huge great pot of money out there just waiting to be used (and it is huge - it's over £1 billion) but they were short of applications.

Try making it less bureaucratic then, EU gods. Then more people might be attracted to it. As it is, it takes so much time and effort to get the funding, and even more time and effort once you've got it, that very few can actually be arsed with it.
