Al: Not quite... The mutation would have to happen in a stem cell for it to then grow. Normal body cells don't multiply enough to grow into fancy new things.
If you get zapped by radiation that causes rapid cell growth in a new and exciting direction, it's called cancer.
K2k6: That's not actually mutation, in that it's not a genetic change.
