The problem here is..
..our work toilet is notoriously crap, the water pressure being so low that it attempts to gently caress a log around the u-bend, resulting in a number of courtesy multi-flushes. The second problem is the cistern refills slower than chompy making a grab for the food bill, so to quicken things up there is a jug on hand for manual refills.
