They are cakes!
Because, if left to go stale, they go hard. If a biscuit is left to go stale, it goes soggy. They paid scientist huge wads of cash in brown envelopes to prove that.

Also, I think short bread is made out of short pastry, meaning it is a kind of bread but is more biscuity. I am probably very wrong!
