*puts on opticians hat*You are registered as partially sighted when your vision cannot be corrected to 6/6 (which is the English for 20/20, 20/20 is American) I'm not sure what it has to be, I think 6/20 but I can't remember.
Only having one eye does not class you as partially sighted.
The -32 was corrected with Gas Permeable (hard) contact lenses, which can be made to any prescription up to + or - 50.
