Is it.....uploading a file at the same time?
Mine used to upload so fast that the internal network was jammed up. The netgear rangemax seems to give precedence to internet traffic.
If so, try throttling the upload to about 60-70% - this worked for me. I can't remember how to do that in uTorrent, but it was uTorrent I was using at the time.
