long story short, the Financial Services Act 1986 didn't take effect until 29 April 1988So the endowment sale was unregulated and the Ombudsman have no jurisdiction.
So we aren't looking into the complaint and there's nothing he can do about it.
On the plus side, he bought a house in London for 17000 quid.
