@Captain VYes, it is. Primarily because it's so long, and therefore it either takes a huge number of marshals and emergency vehicles to cover its length, or fewer but with a longer response time.
Neither option is considered acceptable for one reason or another. And there's the lack of laps thing too. Shame, as it's a great circuit.
