Contrary to popular belief
concrete/mortar etc actually sets better when it's wet. If it's allowed to dry out it won't set properly, because the chemical reaction occurring during curing is a hydration process.
Of course if the rain's so heavy it washes it all away, then it won't work, but cool damp weather is ideal, so long as it's not frosty.
