Not alwaysBut in this case I'd rather give the whole skin the zombie effect, keep it uniform, then 'shop ragged clothes onto it.
It's hard to take a fully-clothed picture of someone, and distort their clothes to show the skin and guts beneath.
Easier to build up than to slice down.
