you'd just ring up and say "Why, exactly, have I just had to pay £13.78 for this ticket? What an apparently random and stupid price!"

And I believe we're obliged to tell you what you're spending your money on.

Edit: and the ticket prices will be set by the promoter. any additional cost is, well, an addition, which naturally we don't want to absorb if we can pass it on to you, the unsuspecting punter. and if you're selling direct to the public from your own box office, you also don't want people buying online thinking "Why is it advertised at £13 yet I have to pay £15 (or whatever?".
