Well you couldGo to france and return without ID, ensuring you get picked up by HRMC or Immigration. Feign amnesia but with a uk accent (or better still a variety of accents). After a while I'm sure they'll give up and you can get a new ID. Including NINo. Depends on not having a criminal record.
Oh and not being sectioned of course.
