I'm assumingThat the piracy lark will work due to the fact that Somalia is such a lawless shithole, the pirates can nick a ship in international waters, sail it back to within Somalian jurisdiction and wait it out.
From what I understand, you've a better chance of the pope converting to islam than the Somali authorities (such as they are) actually being in a position to do owt.
