I've actually experienced people dithering over calling 999 IRLI witnessed a guy on a bike colliding with a truck near where I live, so ran over and started doing basic first aid. I didn't have my phone on me, so asked if any of the growing number of gawpers and well meaning by standers would call for an ambulance. No one pulled out their phone for a good minute or so as they were watching the tendons in the cyclists foot twitch.
