Yeah, there is a debate between them. The point is that foxes are only caught 1 in 10 times. However, the stress of the hunt for foxes actually helps keep the fox population down, and away from populated areas (thus they're not too much of a problem for chickens/rabbits etc, except in very rural areas). Shooting can be worse: more foxes are hit, but not killed immediately. They crawl away to die, which can take days. At least with hounds they're ripped apart instantaneously. Messy but quick.
