Because
in the 1960s when I was a wee nipper we had a load of cartoons that were really aimed at adults, with cultural references far above my little head at the time. Over the years I've developed an appreciation for Rocky and Bullwinkle, Tennessee Tuxedo and the rest- including The World of Commander McBragg. As he was based on C. Aubrey Smith, the quote was easy enough to find...

Besides, a startling amount of English culture made it across the Atlantic. I've personally known men similar to Commander McBragg, minus the Munchausen scale exaggerations of course, and could relate to the type.
