It would perhaps be a better idea to give some of the money to contractors who would insulate old folks' houses better so they don't need to spend so much on heating in the first place.

Or if they're giving the old folk heating allowances, surely it's not outwith modern technology to pay off part of their bills directly with the supplier?

Alternatively the government could just give them nothing and solve the nation's demographic issues at the same time? Don't think that one would really be a vote winner though as it's a bit cruel.
