Old people and heating
This is a tricky one for me.
A lot of old people in this country aren't properly looked after. We don't have the kind of culture where parents go to live with their children when they can't look after themselves.

Old people aren't always aware of what they're doing either so they wouldn't understand how to budget for heating costs.
My grandad pretty much lost the plot before he died, he had no idea who I was and I'd visit him 3 times a week.

My point is, we don't look after each other here and although there are amazing charities such as help the aged who do an incredible amount of good work, there's only so much they can do. Sometimes it's easier for the government just to chuck money at things.

The majority of pensioners have worked and paid their taxes. Why shouldn't they be allowed to be warm in their own homes?

K2k6 is right about the insulation though. Decent insulation would make a hell of a difference and save a lot of money in the long run.

Edit: @Sam, I take it you've got radio 1 on?

@K2k6, March is when I go to Canada :)
