I think it depends on where you arewhich force you go to, and who deals with you.
The people I spoke to at Surrey and Kent Police are inept and totally ineffectual. I'm very tempted to post their names.
I would agree that they're mostly bound by rules and regulations, there should be more room for each case to be judged on it's circumstances, not 'this happened, this happened, and this happened, but we can't prove any of it. So fuck off'.
