OK, I've made a few changes
What's left is mostly informational now. Hopefully this appeases those with a morbid fear of rules, guidelines, instruction manuals, that kind of thing.

The intention is to help attract new posters to QOTW who might otherwise hold off posting. I'd been reading b3ta for four years before I created an account, and that was only so I could post a story.
