Well...Considering that the penalty in a Crown court for possession / supply/intent of class As is life / an unlimited fine I'd say no, it's not a harsh penalty.
Even possession of class A on its own is a max of 7 years, so again, he's not been massively done.
Sorry to sound like a dick but that's how I see it :/
