I'm feeling charitable.It sounds to me as though they're trying to write official-sounding correspondence but lack the necessary skills to do so. Charity ends.
It also sounds as though they consider themselves more intelligent than any of their applicants and should be using an application form rather than requesting CVs. In addition, they should be educated as to the purpose of covering letters. And then killed. With a cactus.
I'm also of the opinion that your current salary is none of their accursed business, but that's not really relevant.
