yeah, that's what i was thinking.for sure it becomes their legal responsibility after the flush carries it beyond the inspection chamber/man-hole but as for actual ownership? what if someone (suffering from an extreme form of anal-retention?) wanted it back? d'ya reckon it could be made to stand up in court? fnaar-fnaar...
