It's an odd oneI suppose the thinking is that virtually everyone has a television so they don't bother with a radio licence any more. So legally you don't require a licence to use the BBC's non-televisual services. However, morally, I suppose you do.
I'll let you ponder that one though, as your philosophical reasoning is more advanced than mine!
