That is considered normal behavior in Texas for the most part. Driving down the street, if the traffic is light, drivers wave to each other while passing. When you are at the grocery store, you end up making small talk with anyone you stand next to for more than 15 seconds. If you see someone struggling, you stop and help them. Of course, not everyone acts like this, but most do.
