I'm not sure I would view it that way.
That is, unless bookmarking a page is retarded because you're too dumb to remember a long URL and type it in, or to remember what page you were on and flip to it. (that was for those who aren't computer geeks like me)

It's just a convenience thing. If you're running a breakfast place, say, and you know that most people drink coffee rather than tea in the morning, are you likely to brew one cup at a time? Of course not- you'll make it more convenient for the vast majority of your customers who drink coffee, and not put forth as much effort for those who drink tea, and those who drink orange juice will have to make do with the little bottles of it. You cater to your largest customer base. Same applies here.

As I say, though, as often as not the US is down near the bottom of the list, which has never really bothered me one way or the other. As long as I can find it on the list I'm happy.
