I did my pass plus recently,and according to my instructor, the head guy wojitmacallit (forgot his title) at the DSA has released a letter saying it's bad to do the shuffly thing.
The only reason you do it is that, although shuffling is bad, as far as they're concerned crossing your hands is worse, and the easiest way to stop people crossing their hands is the shuffly thing.
