The reason his victims didn't say anything at the time was that most of his victims were teenage girls in care homes in remote parts of Britain and Ireland.
He'd visit these care homes under the guise of his charity work. The only people his victims could complain to were the authority figures who left them alone in a room with him.

And because said victims, being in care homes, were vulnerable and powerless enough to be considered fair game.
