Unfortunately no camera at work,
Popped out to see what was going on earlier, long after he'd gone and it turns out he wasn't a nutter, He was just trying to bring to their attention the fact that their radio was too loud and appeared to be pointing out that it wasn't a nightclub, but a street. In his own special way I guess.
