Explanation.......
Basically... If you fail to put a 'to' address on an envelope, but do put a 'return' or 'sender' on the rear, then your mail will be returned to you stamp or no stamp. So for local mail, if you dont put a stamp on the letter, and dont put a 'to' address on it, but instead put the address of the 'recipient' as the 'return' address, the letter will be sent back to them, or rather delivered to them free of charge.
