This is the United States! This fellow is high-functioning homeless. The beleagured local organizations have higher priorities.

Some homeless hang out at freeway exits and beg change at the traffic light
I've never seen this fellow do that, but that's my first guess. A few homeless folks will badger people for odd jobs, but the only folks I see who consistently present themselves as workers are Mexican illegals.
