There's actually some truth to that.Blacks have subtly different bone structures than Caucasians (just as do Orientals), and part of the difference is in the structure of the hips. Their hips are actually more efficient at transmitting the muscle power to movement. So, not so much an extra muscle, but a slightly different configuration of muscle and skeleton.
It's one of the ways that forensic doctors can tell the race of the individual from skeletal remains.
