The FCO have had much more than that stolen.
I used to know some embassy workers in Venezuela who put MP expense claims to shame.

As for the meat counter bloke, I think I may have met him. A couple of years ago I was waiting to collect my son from an after school club when a bloke with a big shoulder bag came up to me and asked if I wanted to buy any meat.
