IIRC...Council employed enforcement officers have to prove service by taking a photo of the PCN attached to the windscreen. If they haven't got that, they're stuffed. With a Police officer, the rules are, as you say, quite different. Indeed, if it ends up in court, then it's the word of the police officer against you. Guess who'll (typically) lose that one?
