More plausible than you think...
A couple of years ago they realised there weren't many donors for the whole of Scotland:

I was amazed to read some minister saying 'we don't expect removing the right to anonymity to affect the number of donors' when they changed the rules. Reality check needed or what?

I would have been very happy to help some childless couple out, but not if there's a chance of sprog(s) coming knocking on the door for a handout in years to come...

They were really unclear
As I understand it they can find out who you are when they're old enough. But you don't owe them a thing beyond the cup o' spunt you dropped off in the first place.
