I witnessed a crime

Yep heard that too, goes along the lines of...
The more people there are the less likely someone is to intervene, each member of the group thinks there is annother member of the group better equipped to deal with it. If you're on your own, well it's you or no one, decision makes itself.
Like the image of a Santa Police Force, all police should dress up as Santas.
