No need for a licence if you only use it as a monitor.I had a TV that I used for computer gaming, without an aerial. The authorities asked me to pay up, I explained that I didn't use it to watch TV and couldn't get a signal anyway, and they wrote back to say I didn't need a licence. I had it in black and white. Unlike my TV.
And yes, in my view there never were TV detector vans, though the technology is possible.
