Staying with friends in the USA a few weeks ago I was turning the single tap to clean my teeth and always got water but the pressure was variable. I put it down to their fairly rural location. On the fifth day of my week with them I discovered rotation was for temperature and you pullued the tap towards you for the flow. My previous twists had been sufficient to get water to flow.
