Nobody remembers that there was a time a year or three ago that mods were ordered to ban bou accounts on sight.That didn't stop her coming back, so they seem to have given up.

She had a million accounts. It was impossible to police. A change of tack was required.Ignore is still clearly the easiest solution for all concerned.
