It has been nearly three weeks since the closing date.

Depending on what sort of job it is, that may be normal.
I've applied for some jobs before and not got the rejection letter for six months.

It took them over a month from the closing date to offer me an interview the last job I applied for.
By which time I'd had an interview elsewhere and been offered a job.
