and it is a wonderful skirt.
it's two skirts really - all ruffly and cute and the bottom one is tartan and the top is black with tartan bows on the sides and red trim
and the tartan skirt has buckles on straps, connecting it to a pair of flared black-with-red-trim legwarmers.
